The Canadian Immigration Department has just unveiled a new plan to strictly manage the number of immigrants and temporary residents, ensuring sustainable growth and reducing the burden on public services.

Permanent Residents:

• In 2025, Canada will reduce 105,000 PR targets from the initial projection. 40% of the 2025 PR targets will be allocated for temporary residents transitioning to permanent residency. 
• By 2027, 62% of the targets will focus on workers in the healthcare and technical fields, 24% for family reunification, and 10% for French-speaking communities living outside Quebec.

Temporary Residency – including international students and foreign workers: 

Canada aims to reduce temporary residents to 5% of the population by 2026, which means:

• A reduction of 445,901 people in 2025
• A reduction of 445,662 people in 2026
• An increase of only 17,439 people in 2027

Reduction Measures Include:

• Limiting Study Permits for International Students: In 2024, Canada will issue only 360,000 study permits, a 35% decrease from 2023. This limit will apply until 2026.
• Additional Conditions for Post-Graduation Work Permits: From February 15, 2024, only graduates from master’s programs lasting 8 months to 2 years will be eligible for a 3-year work permit. Moreover, from September 1, 2024, students must complete at least 50% of their studies in-person in Canada to qualify.
• Limiting Work Permits for Foreign Workers: Canadian businesses can hire temporary foreign workers for up to 10% of their workforce, down from 20%, reducing 65,000 workers annually.
• Limiting Work Permits for Spouses of Temporary Residents: From April 30, 2024, only spouses of temporary residents participating in master’s, doctoral, or pilot programs will be eligible for work permits.

This plan indicates that obtaining Work Permits/Study Permits (WP/SP) for clients will become more challenging. However, for clients who have already been granted WP/SP, obtaining permanent residency later will become easier as this policy prioritizes temporary residents in Canada.

With the Canada Start-Up Visa (SUV) program, IRCC is currently processing over 10,000 applications, while the policy only approves 2,000 applications per year, always prioritizing those with a Letter of Support from Designated Organizations like Venture Capital. Without this, the processing time can take up to 5-7 years.

Therefore, clients intending to apply for provincial programs like PEIPNP and federal programs like SUV should submit their applications early.
